Director of the Legislative Process Research Center at the Lazarski University in Warsaw. Author of more than 150 scientific publications. Member of Polish Accreditation Commission, public institution acting to ensure and enhance the quality of higher education. He is particularly interested in exploring functional relationships among various norms determining the achievement of predefined goals of human activities. In 2009, he discovered the existence of clear long-term trends in the legislative process. This discovery had no precedent in any earlier similar research by other scholars, either in Poland, or in any other country. The discovery was described in a number of publications, of which the most important ones included: Activity Rules of Economic Man in Society as the Source of Legal Norms (2010, in English), New Perspectives on Legislation: A Comparative Approach (2020, in English), Pochodzenie, tworzenie i efektywność prawa (2014, in Polish), Tworzenie instytucji gospodarki a ustawodawstwo polskie (2015, in Polish).
