Professor at the Maria Curie-Skłodowska University (UMCS), Dr. Habil. of law, Vice-Dean of the Faculty of Law and Administration, Head of the Department of Constitutional Law at the Faculty of Law and Administration of UMCS and the Centre of Studies on Parliamentarism at the Institute of Legal Sciences (Law) (UMCS); attorney at law. Author of several dozen studies on constitutional law matters. He specializes in the issues of legislative process, system of legal protection bodies and current political systems, with particular emphasis on the place and role of executive power in the system of state authorities. Member of the editorial board of the quarterly “Przegląd Prawa Konstytucyjnego” (“Constitutional Law Review”). Member of the Legal Expert Team of the Stefan Batory Foundation and standing expert and collaborator of the Centre for Research, Studies and Legislation of the Polish National Bar of Attorneys-at-law.
